Silverado Spare Tire Hoist

Hello all. I have a 2008 Silverado and I’m trying to put the spare tire back up. The problem is no matter which I turn the hoist comes down about 3 inches and then goes back up. I can’t get it to come all the way down. Doesn’t matter if I turn to the left or the right. Anyone have any suggestions?
